Prior to this, on February 6, the State Administration of Quality Supervision, Inspection and Quarantine and the National Standardization Administration also officially issued the "Express Package Supplies" series of national standards, which were formally implemented on September 2018. The two measures have been issued one after another, which means that new changes will occur in express carton packaging in a few months, and the paper packaging industry will also face new situations.

The express delivery industry is an important part of the service industry, connecting the supply side and the consumer side, and is a leading industry that promotes the transformation of circulation methods and promotes consumption upgrades. In recent years, my country's express delivery industry has developed rapidly, and its express mail business volume has ranked first in the world for four consecutive years. It has played an important role in stabilizing growth, adjusting structure, and benefiting people's livelihood.

But in the process of rapid development, some problems have also appeared. Therefore, in order to promote the healthy development of the express delivery industry, ensure the safety of express delivery, protect the legitimate rights and interests of express users, and strengthen the supervision and management of the express delivery industry, the State Council has formulated the "Regulations."

Among them, Article 9 of Chapter 1 of the "Regulations" states that: the state encourages enterprises and senders operating express delivery services to use degradable and reusable environmentally friendly packaging materials, and encourages enterprises operating express delivery services to take measures to recycle express packaging materials to achieve Reduced use and reuse of packaging materials.

In fact, it is not the first time to encourage the environmental protection, recycling, reduction and reuse of express packaging. In November 2017, the ten departments jointly issued the "Guiding Opinions on Coordinating the Promotion of Green Packaging in the Express Industry", requiring an average reduction of more than 10% per express packaging consumables, and promoting the use of packaging methods such as transit boxes and cage trucks.

Express packaging ushered in new changes, and the new national standard will be implemented from September 1st

But relatively speaking, the promulgation of the new national standard for express packaging has made the requirements for express cartons more specific. On February 6, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the National Standardization Administration officially released the "Express Packaging Supplies" series of national standards, which will be officially implemented on September 1, 2018.

The national standard includes three parts: the envelope, the box and the bag of the express delivery, and the revised standards are mainly reduced, green, recyclable, and scientifically reasonable. Among them, the following points are mainly related to the paper packaging industry:

Adjusted the specifications and dimensions of the envelope; reduced the quantitative requirements of materials (the quantitative requirements of cardboard materials are not less than 200g/m2); increased the heavy metal limit requirements; revised the printing requirements;

Modified the classification of packing boxes, and added the 1# packing box used to load the content of the contents not exceeding 3Kg and the comprehensive inner dimension not exceeding 450mm;

The basic module size of the packing box is increased, and the basic size of the packing box is proposed to be 600mm*400mm;

The material requirements for packaging boxes have been revised, and index requirements such as breaking resistance, edge pressure and puncture strength have been proposed for different types of packaging boxes, and no specific regulations have been made on the selection of single and double corrugated materials;

The content of reusable express packaging boxes has been added. In the newly revised materials, it is proposed that they can be reused, which should comply with the relevant provisions of GB/T32568 "General technical conditions for heavy-duty use packaging";

The requirement that "the side of the packaging box should be printed with reuse standards" has been added to meet the demand for recycling and reuse of express packaging boxes.

In this situation, creating green logistics has become the consensus of the industry. For example, a person from Cainiao’s “Green Action” revealed that in 2018, the Cainiao Green Alliance Charity Fund will invest 10 million yuan, starting from the lightweight, recycling, and innovative substitution of logistics packaging, and increase investment in the research and development of new materials and new technologies to promote Green packaging upgrade.

But if you want to really implement it, you still need to overcome the problems of high cost and difficult implementation. On the one hand, the new national standard is not a mandatory standard, but a recommended guide standard, which increases the difficulty of implementation accordingly. On the other hand, many difficulties have not been resolved, such as the recycling of express cartons. Since a complete system from the source to the end has not been established, the cost of recycling for express companies is relatively high.

However, looking at the actions of the government and enterprises in recent years, the greening and reduction of express cartons has become a trend, and the current difficulties are only a matter of time.
